'Kayak Cliff' has been leading tours out of the Inner Harbour for years. He knows tons about Victoria history and the local waterfowl and marine animals. Cliff, the owner, agreed to take me out on a tour even though it was mid-winter. We only saw one seal, but there were lots of winter ducks. He was VERY knowledgeable about Victorian history and had a bag full of anecdotes to share.
