Consistent value and fit

If you fit their shoes and style, then shop at any Payless ... the nearest one is the same as all. If the shoe fits wear it. Good prices too. Downside is that not all fit their shoes which seem to be more American sizing.

Why buy shoes anywhere else?

Any Payless is a good deal. Their shoes are comfortable and reasonably priced. One drawback is that their stock is not really comprehensive, so if you find something you like, it may not be available at that store in your size. Otherwise, cost averaging vs. shoe life, this place is a good bet.
