Horrible, Terrible Service

HORRIBLE TERRIBLE SERVICE.
The waiters are impolite.
The food was passable, but not the best.
The menu has changed quite a bit, it's more pricey and the food is less tasty.
The food is also very oily, and doesn't taste good.
The waiters are rude, talks louder than they need to, and doesn't seem to understand the concept of good customer service.

I have been there many times, and ignored the bad service, till one incident that i couldn't stand. (it's written below)

Here's the reason for the horrible service:
I went to eat here with my family for Mother's Day.
There were many people, and not enough chairs. Aside from my family who had been waiting for quite some time for a table, another family was in the same situation. Both families were a little annoyed, and the fact that the restaurant was small didn't make either families comfortable.
There were not enough chairs, (and one of them was wet for unknown reason)
so there was a fight between my family and the other family who was also waiting with us.
ALL the waiters, manager and boss ignored the fight.
Basically EVERYONE WHO WORKED THERE IGNORED THIS
with the occasional glancing at us trying to figure out where to sit.
WE WERE TRYING TO SORT OUT WHERE TO SIT, AND WHICH CHAIRS WERE OURS.
WHY?
Because the waiter just pointed us to where we could sit (there were 2 tables in the direction she pointed to) and the she left.
When the argument began, EVERYONE WHO WORKED THERE DID NOT HELP AT ALL.
They just did their jobs, serving other tables.
They ignored it until yelling was heard, and by that time, it was a tad too late.
Of course my siblings and I, as well as the people from the other family, tried to stop the argument, but the boss and manager should have been there to solve the problem as well.
There was a shortage of chairs.
This should have been dealt with.
But was it? Nope.
My parents stood there for a while waiting for chairs.
And if an argument was about to start, shouldn't there be someone from the restaurant to try and solve it, because it has to do with your restaurant? (shortage of chairs, uncleaned tables, dirty chairs)
In the end, neither families were happy.
And no one who works at the restaurant came to apologize.
And a couple of my family members sat on STOOLS.
They did not apologize for not being able to provide actual chairs.
They just took out stools, the foldable stools.
The food was almost passable.
The price was not so great.
But the experience?
HORRIBLE.
My family has never ever once been in a fight at a restaurant before.
AND I HAVE NEVER DEALT WITH SUCH HORRIBLE SERVICE BEFORE.
