Product does not work, owner admited problem but would not issue refund

I purchased portable machines from Independent Bank Card Solutions. The equippment , software and help I paid for never functioned. In fact the machine would not perform any transaction with any type of credit card. I contacted the company by phone and in writing and in person on several occasions and was given promises that the problem would be resolved soon. Soon is now since Sept 2, 2011 until April 2013 and I still have not been able to get a refund for the equipment or satisfactory customer service from this company. They have taken my money for the equipment that I paid for in full and proceeded to debit my account for fees on a monthly basis until I finally put stop payments on the charges. I have demanded a refund in writing of $3,439.46 and my bank has now refunded me $425.00 of that in monthly fees. This company is not reputable and the public must be made aware that the service and product they offer does not function and that even if you complain about the problem they ignore you. I was not able to perform one single transaction on this equipment since Sept 2, 2011 and they stole my money for a product that was fake. The phone number for help on the equipment ( a service they charged me for monthly) is a company called POS West in Sexsmith Alberta. They kept telling me that I had to talk to Kip Leith who supplied the equipment and that they could not help me. They ackowledged that they were having problems with Kip Leith and were negotiating to buy him out of his share of the business. I explained that my equipment would not work and he would not answer his phone or emails. When I look at the Better Business Bureau for both companies I see that they both have complaints and that some are unresolved complaints for products and service
