If traveling over to the Victoria from Washington or Vancouver one must use the ferry. Most have cars or bikes. If not, you can rent a vehicle upon arriving on the ferry. There's wonderful views and fairly good food while taking the 1.5 hour ride. The price is steep and there are no coupons. However, the crew is well organized.
